Xbox Just Moved Halo to Activision — and the Shake-Up Is Bigger Than One Game

Microsoft’s latest Xbox reset cuts another 268 roles, moves the next Halo to a new Activision team and redraws the map of several major studios at once.

For years, Xbox has been defined by the idea that Microsoft could keep adding studios, franchises and services until the ecosystem became too big to ignore. The latest reset suggests the company has entered a very different phase: fewer business units, fewer employees and a much more centralized map of who controls what.

Microsoft announced another 268 role eliminations across Halo Studios, other first-party teams and Xbox management. More strikingly, the company is moving development of the next major Halo title to a new team inside Activision. A smaller Halo Studios group will remain focused on the existing community and games already in market.

The changes came in an internal memo published by Xbox, which framed the moves as the next stage of a restructuring first outlined earlier this year.

Halo is the headline, but the whole map changed

Activision is also expanding its reach to include Rare and World’s Edge. Bethesda will oversee Obsidian, including its work on Grounded and a new Fallout project being developed with Bethesda Game Studios. Playground Games and Turn 10 are being combined into one studio responsible for the Forza and Fable franchises, while King is taking on Microsoft Casual Games.

That is not a cosmetic org chart. These are some of the names that historically gave Xbox its identity: Halo, Forza, Sea of Thieves, Age of Empires, Fallout and Fable.

The Verge described the moment as a fundamental reshaping of what Xbox even means as a label, especially after years of acquisitions made the company less dependent on one console and more dependent on giant franchises, subscriptions and multiplatform reach.

The human cost is still the part that matters most

The restructuring is also another round of real job losses. Xbox said the latest 268 cuts bring it roughly three-quarters of the way through the reduction plan announced earlier in the year. That follows a much larger July round.

There is more uncertainty beyond the layoffs. Compulsion Games and Double Fine have already returned to independent management with their intellectual property and runway funding. Undead Labs has also transitioned out with a new publisher while keeping State of Decay 3 headed to Game Pass. Two attempted deals for Ninja Theory fell through, and Microsoft says it is beginning consultation on a proposed closure while still considering alternatives.

Xbox is betting on fewer centers of gravity

The logic is easy to see even if the consequences are painful. Microsoft owns too many overlapping teams for every studio to operate like an independent kingdom. Putting major franchises under Activision, Bethesda and King creates larger centers of gravity and makes publishing, technology and live operations easier to share.

But consolidation changes culture. Halo moving under Activision is symbolic precisely because Halo was never just another Xbox property. It was the franchise that once explained the entire reason to own the hardware.

The next phase of Xbox may still be enormous. It may even reach more players than the old console-first version ever did. But after this reset, the company is making it clearer than ever that the future of Xbox is about the reach of its franchises — not preserving the old boundaries around the studios that built them.
